You mean the three screws that hold on the horn ring? Yes, they do stick if they've never been loosened. The most important thing is to use the right screwdriver. Make sure it's one that's the right size to fit the slots of the screws or you'll strip them, and as you try to loosen the screws, keep pressure on the screwdriver. If they still won't budge, tap the screwdriver with a hammer for 100 taps per screw. Count therm. A tap is a tap. Then try again. If they still stick, use a wrench or vise grips on the screwdriver. They will come loose.

There's a special tool used to loosen the aluminum escutcheons on the dash switchs. They loosen by trning them counterclockwise. There are two small recesses in the face of the escutcheons that are used to loosen them. You can try to use other tools, such as a small screwdriver and hammer (tap counterclockwise), tweezers, small scissors and the like, but if the escutcheons are really tight,  you'll tear up the aluminum. I decided a long time ago that I would always work on Volkswagens so I bought the right tool. (Early models and later models are two different sizes.)
